You neighbor on then next island needs you to lend him material to build himself a house. For this purpose you will have to move over the water stepping on top of the turtles. The problem it that these turtles aren't always still. When they see something to eat they will dive under to catch it, if you get caught on top at that moment you will drown under the water.
